The normal shipping rate is the standard price for world wide. However, for Fedex shipping, buyer may be refund if the rate is lower or may be requested to pay extra payment for the extra charges by Fedex. For others and own shipping(buyer pay), buyer can purchase items, then we will contact buyer for the shipping rate, schedule pick up etc.
